No. With very limited exceptions for blood relatives, American citizens cannot adopt a child from China today.
On August 28, 2024, China’s Ministry of Civil Affairs officially ended its 32-year-old intercountry adoption program. The Chinese government announced it would no longer send children abroad for adoption, effectively closing the program to new applications and halting almost all cases that were already in progress.
The only exceptions allowed under the current policy are for foreigners adopting:
- Stepchildren
- Children of biological “collateral relatives” within three generations (meaning a blood relative of the same generation up to the third degree of kinship, such as the child of a sibling or a first cousin)
For general applicants without these specific, close family ties, international adoption from China is completely closed. If you are looking to build your family through international adoption, agencies typically recommend exploring other active programs in the region, such as those in Taiwan, Hong Kong, South Korea, or the Philippines.
